DIRECTOR OF HEALTH & HUMAN SERVICES
The City of Portland, Maine is conducting a search for the position Director of Health and Human Services whose purpose is to enhance the health and well-being of the residents of Portland in collaboration with our Community, State and Federal partners.
Reporting to the Assistant City Manager, this position leads and oversees four divisions including the Barron Center, Public Health, Social Services and Elder Services. Work involves responsibility for planning, organizing, setting objectives, formulating policy, and directing and evaluating the activities of the department. The Fiscal Year 2019 budget for the HHS Department totals $26,998,780, with a total FTE of 363.9. The position requires seasoned judgment in the proper allocation of Department resources and involves extensive public contact.
This position also serves as a member of the City’s Leadership Team along with other Department Heads who are collectively responsible for leading the City under the direction of the City Manager. Therefore, the ideal candidate will have a collaborative, innovative, and team-oriented management style.
Required Skills and Experience:
A minimum of ten (10) years of progressively more responsible experience, including at least five (5) years in a senior executive role in the field of healthcare, social services and/or public administration.
Demonstrated financial acumen and extensive financial management and analysis experience in a complex, multi-funding stream public operation with multi-million dollar revenue and expenditure budgets.
Experience in managing and leading a large and diverse workforce in a unionized work environment.
Knowledge of public health, general assistance, homeless services, long term care and elder services .
Excellent written and oral communication skills. Ability to establish and maintain effective working relationships with city departments, elected officials, various stakeholder organizations, civic associations and the public.
Proven experience working with State and Federal level funding sources, regulatory authorities and the Legislature.
Four-year degree in healthcare administration or related field; or any equivalent combination of experience and training which would support the required skills and experience. Master’s degree preferred.
Salary range is $107,035 to $127,803/year.
