Primary Purpose of Position: The Accounts Payable Accountant oversees and administers all accounts payable, cash disbursements and general cash receipts functions for the Authority. This position provides support to the Director of Finance, Assistant Director of Finance, and Accounting Manager and serves as an accounting resource for the Authority.

Education and Experience: A Bachelors degree and two years of experience in formulating, implementing, and administering accounting policies and procedures or a combination of six years of experience, training and independent study is preferred.

Core Functions:

  • Performs and manages all accounts payable and disbursement functions for the Administrative Account
    • Administers and maintains automated accounts payable system
    • Audits invoices and billing statements for propriety and accuracy
    • Ensures purchase orders and payment requisitions are properly prepared and authorized
    • Reviews and processes employee expense reports
    • Performs monthly accounts payable closings and vendor accruals
    • Reconciles Accounts Payable at Month end
    • Maintains files of paid invoices
    • Investigates and problem solves Accounts Payable payment issues
  • Performs general cash receipts functions
    • Accounts for all general cash receipts
    • Prepares and handles bank deposits
    • Prepares cash receipts and cash disbursement spreadsheets, reconciles to monthly bank statements and uploads to GL on a monthly basis
  • Prepares and maintains W-9 and 1099 files
    • Collects W9 forms from vendors and maintains W-9 files
    • Prepares and files annual 1099 tax forms
  • Prepares various schedules, work papers, and documentation for external audits
    • Prepares audit documentation in accordance with external auditor's - Prepared by Client List
    • Responds to questions and provides other documentation as requested​​​​​​​
  • Researches accounting, program and certain regulations for the purpose of proposing and implementing accounting policies
    • ​​​​​​​Researches, analyzes, and implements accounting, program and certain regulations as necessary​​​​​​​
Other Duties:           
  • Backup for Program Accountant program disbursements
  • Develops and maintains Procedures Manual
  • Participates in New Employee Orientation Programs as requested
  • Sets up staff in the PO Database in order to authorize preparation of check requests and PO’s
  • Cross-trains in multiple tasks and/or back-up functions, as required, to support other accountants
  • Updates and maintains several databases associated with accounts payable function
  • Prepares and submits Abandoned Property Report to State annually
  • Other duties as assigned

Skills and Knowledge:

  • Financial institution and governmental (fund) accounting knowledge
  • ​​​​​​​Good knowledge and understanding of Generally Accepted Accounting Principles (GAAP)
  • Strong organizational and analytical skills
  • Strong written and oral communication skills
  • Ability to work effectively with others
  • Able to take initiative, utilize creative and analytical skills and complete projects on a timely basis
  • Proficiency in a variety of information systems and accounting software

The starting hourly wage is $17.1014
