Primary Purpose of Position:  The Construction Analyst will review plans, specifications, and cost estimates and oversee construction to ensure quality standards, construction standards, and applicable codes and regulations are met.  The position requires extensive travel throughout Maine (a company vehicle is provided).
Education /Experience: A Bachelor’s Degree and four years of design and construction experience or a combination of education, training, and experience preferred.
Certifications / Licenses:  A valid driver’s license.  State certified Code Enforcement Officer or LEED Approved Design Professional or ability to attain either certification within one year of hire.
Core Functions:
  • Review of plans, specifications, and cost estimates for new construction and rehabilitation projects
    • Work closely with MaineHousing staff, contractors, developers, and design professionals to ensure plans and specifications meet our standards and all applicable codes
    • Prepare and concur with cost estimates prepared by others to ensure project costs are within budget
    • Conduct initial site visit to confirm project is feasible and scope of work is appropriate
    • Review and interpret technical data and reports and react as appropriate to safe guard the interests of MaineHousing, and our partners and customers
  • Construction Administration
    • Review contracts, permits, performance guarantees, and other documents to safe guard the interests of MaineHousing, and our partners and customers
    • Visit job sites as necessary to ensure work complies with approved plans and specifications and acceptable construction practices
    • Attend job meetings and review and approve requisitions and change orders
    • Review permanent loan closing and construction loan closing checklist items and ultimately sign-off on completed project
  • Provide technical assistance to internal and external partners
    • Conduct courtesy inspections and consultations relative to site and project feasibility
    • Work closely with development team as a technical resource
    • Conduct research and complete special projects as assigned
    • Maintain project files
    • Enter and maintain project specific data base information
  • Other duties as assigned
    Skills and Knowledge: 
  • Knowledge of building codes
  • Knowledge of all aspects of building design and construction
  • Strong project management, time management, and organizational skills
  • Strong PC skills using various software (spreadsheet, word processing, database)
  • Ability to establish and maintain good working relationships with business partners
  • Experience communicating effectively in front of groups
  • Excellent communication skills – oral, written, listening
  • Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues
    Working Conditions:  Fast paced environment with multiple priorities, interruptions & deadlines.  Statewide travel is routine, and occasional overnight stays are required.  MaineHousing office hours are Monday – Friday from 8:00am to 5:00pm.

    The starting hourly wage for this position is $25.2701
