Primary Purpose of Position:  The HEAP Program Officer - Compliance is responsible for assisting in the overall design and implementation of the Home Energy Assistance Program (HEAP) and Low Income Assistance Program (LIAP).Primary responsibilities include monitoring of Community Action Agency (CAA) or other sub grantee performance, investigating program complaints and allegations of possible fraud or program abuse, and coordinating the Fair Hearing process.


Education /Experience:  Education and three years of relevant experience or a combination of seven years of experience, training, and independent study preferred. 

Core Functions:

  • Schedule and perform program monitoring of  CAAs or other sub grantees:
    • Perform program and administrative monitoring of CAAs or other sub grantees;
    • Pre-monitoring preparation for site visits to CAAs or other sub grantees, conduct exit interviews and draft final compliance reports;
    • Provide training and technical assistance to CAA or other sub grantee staff at various operational levels; and
    • Assists in or conduct vendor audits as necessary.
  • Handle program complaints and allegations of possible fraud or program abuse:
    • Investigate allegations of program abuse and possible fraud in a timely manner;
    • Research and resolve complaints in a timely manner; and
    • Document results of research and conclusions to program objectives.
  • Coordinate and manage the Fair Hearing process:
    • Maintain and track Fair Hearing requests;
    • Investigate and review the validity of requests;
    • Process request through to resolution in collaboration with MaineHousing Legal staff; and.
    • Prepare correspondence, reports and other documentation as assigned.
  • Assist in the design and implementation of HEAP and LIAP:
    • Assist in drafting new policies, procedures, forms, contracts, program guidance, grant applications, and training programs for HEAP;
    • Work with partners and stakeholders to design and implement the programs; and
    • Provide and conduct training on HEAP and LIAP topics
  • Prepare responses to customer/partner correspondence:
    • Receive and respond to calls/complaints from customers, partners and the general public; and
    • Assist in research of potential cases of program program abuse and possible fraud - reported or identified through the payment review process. 
  • Cross train in all programs to provide program support:  
    • Act as backup for other programs and program officers at same level.
  • Other duties as assigned
    Skills and Knowledge:
  • Strong project management, time management, and organizations skills;
  • Strong problem solving and analytical skills;
  • Strong PC skills using various software (spreadsheet, word processing, database);
  • Ability to establish and maintain good working relationships with business partners, clients and the general public;
  • Experience communicating effectively in front of various sized groups;
  • Excellent communication skills – oral, written, listening;
  • Ability to provide technical training and assistance related to HEAP and LIAP programs; and
  • Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues.
