Primary Purpose of Position: The Coordinator is responsible for the assessment, development, delivery, evaluation and continual improvement of staff development and training activities. The position plays a key role in ensuring that all employees are well served with regard to professional development, and in identifying and optimizing clear career pathways that foster tenure, engagement and succession planning.

Core Function:

  • Provide leadership in the design and implementation of all phases of MaineHousing’s staff development strategy – analyzing needs, planning, developing, monitoring and adjusting learning and development projects and activities. Phases will include:

    • Designing a competency based Leadership Development Model

    • Implementing the model with current managers and potential future leaders

    • Designing and implementing an overall staff development and training program which will engage learners in a variety of ways over time through formal and informal channels

    • Implementing individual staff development plans for every employee

  • Coordinate the design of a competency based Leadership Development Model

    • Working with the Leadership and Talent Management Teams, identify leadership competencies for leaders, managers and staff

    • Design a leadership development program based on a review of best practice

    • Manage the implementation of an intensive leadership development model

  • Coordinate the development and delivery of professional development and training initiatives

    • Partner with other support functions such as human resources, information technology and planning committees to ensure an integrated approach to professional development

  • Identify, select and implement the use of a variety of learning technologies – matching the appropriate technology to a specific learning opportunity or challenge

  • Research and make recommendations regarding the adoption of an organization-wide learning management system

  • Deliver or co-facilitate capacity development and instructor-led training efforts

  • Stay informed on the relevant skill and qualification levels required by staff for effective performance in their positions

  • Support the establishment of Individualized Training Plans

  • Work with department directors to assist them in the development of staff development plans and the identification of educational opportunities for staff. Determine scope of activity, methods of implementation, and expected results in order to improve and expand existing or develop new learning activities. Assist in the identification of clear development pathways for staff based on an effective, transparent methodology

  • Develop an employee professional development tracking and monitoring system

  • Support and build on MaineHousing’s performance coaching approach to enable employees to set goals, take action and make full use of their natural strengths

  • Identify and procure staff development and training services

  • Write and submit requests for proposal (RFP) for specific training courses and consultants, review submissions, and make recommendations to leadership team

  • Work with consultants to ensure customization of content to best meet the needs of MaineHousing staff

  • Working with department directors, identify and develop training programs and services for business partners

    • Identify training objectives for the delivery of agency programs by designated partners

    • Outline content and identify methods of delivering the training to include web based training, video or other methods.

    • Provide training to staff members on effective in-person training techniques and ongoing technical assistance.

    • Establish a tracking and evaluation component to assess effectiveness of trainings.

  • Assessment and Evaluation

  • Evaluate the continuum of learning and application of learned skills to the job from individual learning, individual job performance, agency performance and organizational effectiveness

  • Utilize data analysis to measure the impact and value of learning activities and present the information using metrics that are meaningful to the organization

  • Generate evidence-based, best practice information for use in continuous improvement activities

  • Capture, distribute and archive information in a way that encourages knowledge sharing and collaboration in the organization

  • Create and manage a training budget

  • Other duties as assigned

Skills and Knowledge:

  • Experience in designing and facilitating leadership development activities

  • Knowledge of adult instructional and learning theory and principles, including differences across generations of employees

  • Proven ability to complete full learning cycle (assess needs, plan, develop, coordinate, monitor and evaluate learning activities)

  • Experience with evaluating the impact of learning solutions on the employee, the program/organization and program recipients/partners

  • Strong group facilitation and presentation skills

  • Extensive knowledge of professional development models, systems and best practices

  • Strong computer skills including experience with learning management systems and web delivery tools

  • Strong project management, time management, and organizational skills

  • Collaborative and inclusive relationship style

  • Excellent communication skills – speaking, writing, listening

  • Ability to take initiative, to work independently, and to utilize creative and analytical skills to resolve issues

Education and Experience: Bachelor’s degree in adult learning and development, organizational development, human resources or related field and five years of experience or a combination of eight years of education and work experience preferred.

The starting salary for this position is $52,562
