Primary Purpose of Position:  The Mortgage Lending Manager is responsible for the coordination of daily functions associated with single-family mortgage loan program including reservation, review, purchase, and final docs.  The Manager will serve as a subject matter expert on secondary market standard practices and mortgage insurance guidelines, oversee participating lender practices, deliver training classes, design mortgage lending programs, and supervise assigned staff.   


Education /Experience:  A Bachelors Degree with four years of relevant experience or a combination of eight years of education, experience, and training in mortgage lending, and two years of supervisory experience preferred.


Core Functions:

  • Supervise, coach, and develop Homeownership staff
    • Provide guidance to employees in resolving problem situations
    • Assist employees with performance and work habit issues
    • Prepare written, annual performance evaluations and meet with staff to discuss
    • Work with staff to develop individual goals
    • Determine training needs of staff and ensure training is completed
    • Establish department goals and priorities and manage progress to achieve them
    • Plan and implement new methods and procedures streamline workflow and make daily operations more efficient
  • Stay current on secondary market investors and mortgage insurers standard practices
    • Assess relevance and impact to Home Mortgage Purchase program policy and practices
    • Serve as a consultative resource for questions and problems
    • Establish and maintain relationships with lenders, realtors, non-profits, and other industry partners
    • Evaluate and identify opportunities to align program policy with secondary market
    • Work with management to refine or develop new policies and practices
  • Coordinate Home Mortgage Purchase program activities to meet quality standards
    • Evaluate prospective lender applications, make recommendations for participation in MaineHousing programs, and oversee annual recertification of lenders
    • Monitor lender performance and develop action plans to address issues
    • Assist staff with resolutions of complex compliance issues
    • Set quality assurance compliance objectives and ensure targets are achieved
    • Advise on program changes and their implementation and provide training, tools, and techniques to enable others to achieve quality
    • Facilitate continuous improvement meetings
    • Ensure completion and accuracy of work performed by staff
  • Establish goals for Loan Review and Post Purchase Review to ensure program compliance
    • Perform periodic quality control audits  to monitor reviewer consistency and to ensure loans purchased comply with program guidelines and applicable bond regulations
    • Participate in annual risk assessment of lender performance
  • Assist in coordinating budget and financial reporting
    • Assist in the development of annual program budgets and work plans
    • Monitor staff budget expenditures
  • Draft, review, and revise policies and procedures and maintain procedures for the Home Mortgage Program and the Reviewer Program guides.
    • Provide direction to staff in maintaining manuals
    • Periodically review, edit changes, and approve final drafts to ensure current guidelines are included
  • Coordinate, develop and facilitate training programs for staff and external partners
    • Coordinate training efforts with the Consumer Education & Outreach Officer
    • Identify, develop, and participate in staff, partner, and consumer trainings, and public and trade show events
    • Oversee training initiatives developed and delivered by staff
    • Monitor training effectiveness and recommend changes to improve training to address market needs or performance trends
  • Coordinate the design and implementation of new loan programs
    • Coordinate new loan program efforts with the Consumer Education & Outreach Officer
    • Oversee technological enhancements necessary to deliver programs
    • Facilitate meetings with other departments to discuss and coordinate implementation of new programs
Skills and Knowledge: 
  • Ability to effectively supervise people
  • Demonstrated experience in residential mortgage lending
  • Experience interpreting secondary market and mortgage insurance guidelines
  • Experience in program compliance with federal rules and regulations
  • Experience developing and managing contractual relationships
  • Strong time management and organizations skills
  • Strong problem solving analytical skills
  • Strong PC skills using various software (spreadsheet, word processing, database)
  • Ability to establish and maintain good working relationships with business partners
  • Experience communicating effectively in front of groups
  • Excellent communication skills – oral, written, listening
  • Ability to take initiative, work independently, and utilize creative and analytical skills to resolve issues
