The Operations Manager oversees the financial and regulatory functions of MaineHousing’s Multi-family, Single Family, and Home Improvement loan portfolios.  The Operations Manager ensures that all aspects of Loan Administration are in compliance with federal, state, and mortgage insurer requirements and program policies and that financial functions are handled in accordance with bond requirements and accounting standards. This position conducts risk assessments and compliance reviews and is responsible for vendor management and procurements in the Loan Administration area. The Operations Manager also provides analytical and technical support to the Loan Administration Manager and provides guidance to Loan Administration staff and loan servicing partners.

  • Supervise, coach, and develop staff
    • Provide guidance to staff in performance of their job responsibilities and resolving problem situations
    • Assist employees with performance and work habit issues
    • Conducts regular coaching sessions with staff
    • Work with staff to develop individual goals
    • Determine training needs of staff and ensure necessary training is provided
  • Oversee financial functions in Loan Administration
  • Provide guidance and oversight to functions associated with monthly reconcilement, loan amortization, billing, reporting, and cash processing for all loan portfolios.
  • Provide oversight and technical assistance to servicing of Multi-Family loan portfolio.
  • Monitor activities associated with loan purchasing and work with staff, partners, and production departments to appropriately resolve problem areas.
  • Work with production departments during implementation of new programs to ensure smooth transition of loans to loan servicing and to external servicing agents.
  • Oversee financial aspects of defaulted loan portfolio including foreclosure expenditures, mortgage insurance claims, hazard insurance claims, and receipt of loan principal and interest.
    • Compile information associated with loan servicing activities, default management, cash receipts, and expenses.
    • Review and analyze reports and financial information associated with delinquencies, foreclosures, loss mitigation, and REO properties.
    • Track cash receipts and expenses associated with defaulted loans and REO properties and perform per loan and aggregate Gain/Loss calculations.
    • Prepare various weekly and monthly reports for Finance Management including Risk Management reports, Gain/Loss reports, and status reports.
  • Ensure compliance with various federal and state regulatory and legal requirements, MaineHousing policies and procedures, and mortgage insurance/guarantors guidelines.
    • Research and interpret complex loan servicing regulations, policies, and practices.
    • Identify regulatory compliance risk, recommend, develop, implement, and maintain policies and procedures to ensure compliance with loan servicing requirements.
    • Monitor servicing partners for compliance with regulations associated with the Dodd-Frank Act and in accordance with the Consumer Federal Protection Bureau requirements.
    • Monitor servicing partners for compliance with Federal Housing Administration (FHA), Rural Development (RD), Veterans Administration (VA) and Private Mortgage Insurance (PMI) requirements.
    • Establish and maintain processes for tracking requests for information and activities associated with error resolution.
    • Provide guidance in the development of alternative solutions or implementation of corrective actions to mitigate or reduce risk exposure.
    • Coordinate and conduct quality control audits related to all aspects of loan servicing of servicing partners
    • Report regulatory matters, concerns and overall compliance condition of MaineHousing’s servicing portfolio to Loan Administration Manager and Assistant Director of Finance.
  • Oversee and/or coordinate regulatory audits conducted by Federal regulatory agencies, mortgage insurance companies, and/or government guarantors.
    • Coordinate and oversee audit requests with applicable MaineHousing staff and servicing partners.
    • Participate in the audit initial and exit interviews.
    • Evaluate the findings report and prepare responses as needed.
    • Implement corrective actions and new procedures if required. 


  • Prepare written responses to elevated customer inquiries in accordance with the Consumer Federal Protection Bureau rules.
    • Research complaint, identify recommendations and/or solutions.
    • Communicate directly with customers and/or borrower’s advocates.
    • Coordinate written responses with servicing partners.
    • Track and maintain the nature of complaint, timeframe between receipt and resolution, and any corrective actions required.
    • Work with servicing partners to assess and implement corrective actions. 
  • Oversee the examination and compliance review of vendors and Third Party Providers.
    • Coordinate and/or perform risk assessment and quality control reviews of third party providers.
    • Evaluate the financial condition, internal controls, quality of service and support, contingency planning, quality assurance and personnel changes.
    • Provide guidance in the development of alternative solutions or implementation of corrective actions to mitigate or reduce risk exposure.
    • Negotiate the resolution of problem situations arising from vendor complaints and suspected fraudulent activities.
    • Coordinate procurement activities in selecting contractors and enforce service level agreements. 
    • Prepare a formal report detailing concerns and overall compliance condition to the Loan Administration Manager and Assistant Director of Finance.
  • Work with Servicers to ensure compliance with MaineHousing requirements
    • Review monthly reports and servicer evaluations
    • Communicate problem areas to servicers
    • Establish and oversee plan to improve servicer performance when necessary
    • Ensure accurate records are maintained to document servicer performance

The starting salary for this position is $52,562, plus a comprehensive benefits package.
