Primary Purpose of Position: The Property Preservation Coordinator oversees the condition of MaineHousing properties in the Single Family portfolio. This position provides directions and guidance to property preservation vendors and loan servicing agents and works closely with mortgage insurance companies, government loan guarantors, hazard insurance companies, municipal officers, and internal staff to ensure on-going preservation and maintenance of vacant properties in accordance with Maine State law, municipal code requirements, mortgage insurer/guarantor regulations and MaineHousing guidelines. This position also conducts property inspections and prepares property valuations and evaluation reports.      

Education /Experience:  Education in Residential Property Management, Construction Engineering, or other relevant field, and four years of real estate experience or a combination of eight years of experience, training, and independent study preferred.

Certifications / Licenses:  A valid driver’s license or the ability to reach off-site meetings as needed.

Core Functions: 

Conduct analysis of property conditions:

    • Review and analyze inspection reports prepared by vendors.
    • Perform comprehensive property inspections to determine and/or verify deficiencies.
    • Photograph any identified damages, deficiencies, violations for proper documentation.
    • Prepare written report documenting the inspection and any noted violations.
    • Perform follow up inspection, if applicable.
      Coordinate or perform oversight of property preservation protection and maintenance:
  • Ensure vacant properties are promptly secured and winterized.
  • Oversee activities associated with property maintenance including debris removal, lawn care, slow plowing, etc.
  • Obtain estimates for property preservation and maintenance work; review for accuracy and reasonableness.
  •  Work with local code enforcement officers and preservation vendors to remediate property violations.
    Review or prepare work orders and cost estimates for repairs associated with damaged properties:
  • Assess property condition and make recommendations for appropriate repairs.
  • Arrange for and monitor repair work. Obtain estimates, analyze cost benefits, and oversee repair work for damaged properties.
  • Conduct site visit to confirm repair is feasible and scope of work is appropriate.
  • File police reports for vandalized properties.
  • File hazard insurance claims for damaged properties.
    • Work with partners to ensure work order specs meet mortgage insurer/guarantor standards and all applicable state and municipal code requirements.
      Verify work orders and reconcile to vendor billing reports:
    • Review completion orders from preservation vendors to ensure all work ordered is completed and performed accurately.
    • Verify costs approved are accurately billed by preservation vendor.
    • Reconcile monthly billings for inspections, repairs and routine maintenance at loan level and confirm all items billed were performed at approved costs.
    • Identify and address instances of vendor workmanship complaints and suspected fraudulent activities.
      Provide direction, interpretation, and technical assistance to internal and external partners:
    • Review and interpret technical data and reports. Respond as appropriate to safeguard the interest of MaineHousing.
    • Work closely with partners and MaineHousing staff as a technical resource.
    • Work with municipalities, partners, and vendors to resolve code enforcement violations and other municipal property issues.
      Facilitate transfer of loans to foreclosure sale:
    • Ensure appraisals are ordered prior to expiration of redemption period; review appraisal evaluation report for completeness and accuracy.  
    • Communicate to loan servicing agents and MaineHousing staff when properties are ready to be scheduled for foreclosure sale.
    • Monitor properties after foreclosure sale to ensure loan servicing agents completes final steps to convey properties to government guarantors or MaineHousing within prescribed timeframes.
      Maintain working knowledge of all mortgage insurance providers and government guarantor guidelines related to property preservation and maintenance requirements.
      Track and maintain licensing requirements for property preservation vendors in accordance with Maine State law. 
      Prepare written status reports to Management:
    • Provide monthly vacancy inspection recap reports.
    • Maintain weekly reports for detailing status of damaged properties in repair.
    • Provide written recommendations and status updates regarding repairs.
    • Maintain records regarding vendor activities.
