STORMWATER PROGRAM COORDINATOR
Public Works Department – Water Resources - The Department of Public Works is seeking a highly skilled professional to work in the field of stormwater regulatory compliance and program management. Work is performed under the direction of the Water Resources Compliance Coordinator and/or Water Resources Manager and along with another stormwater program coordinator. The successful candidate will coordinate, plan, and supervise the activities, operation and enforcement of multiple stormwater management initiatives associated with the implementation and administration of the Municipal Separate Storm Sewer System (MS4) General Permit; serves as a representative and liaison with regional, federal, state and other agencies with respect to regulations and programs involving stormwater management to facilitate efficient and consistent program management; develop and maintain communications with the public, contractors and government agencies to provide information and explanations regarding stormwater activities, projects and to resolve disputes and conflicts as needed; assists in the development of stormwater-related ordinances, policies & procedures, rulemaking, implementation, and enforcement; help develop and implement watershed management plans; provide technical expertise and respond to complex questions including assistance with investigations, enforcement and resolution of stormwater quality and drainage complaints; guide and support the development review process to help ensure proper stormwater management policies and methodologies are utilized; promote the use of green infrastructure and Low Impact Development to protect and restore water resources; provide support to water resources land use planning initiatives including the Portland Land Bank Commission; develop and assist with implementation of public education programs about stormwater quality and pollution prevention; may conduct field work and site inspections of construction sites, municipal facilities/properties and stormwater management system inspections to ensure compliance with local, state and federal stormwater regulations; collects and analyzes data, writes reports as well as performs special projects as assigned, including making grant applications and administration of same; prepare and present reports, recommendations and studies to staff, governing bodies, at public hearings and meetings and to private agencies and groups; attends and participates in professional group meetings; helps maintain accurate program records and assists in updating and maintaining data, records and mapped information on water resources infrastructure systems; helps coordinate and assists with employee stormwater pollution prevention, erosion and sedimentation control and other program-related training; maintains budgetary records, oversees expenditures and prepares annual budgetary recommendations; may participate in related on-call programs and may respond to after-hour emergencies as necessary for stormwater compliance; may collaborate with Water Resources staff to address the stormwater impacts to the Combined Sewer Overflow; performs related work as required. Requirements: Bachelor’s Degree in Engineering, Environmental Sciences, natural resources or related field; three years’ experience in stormwater programs or a related environmental, engineering or water resources field; or an equivalent combination that provides the required knowledge, skills and abilities; working knowledge of modern principles, techniques and theories of stormwater management and control, state erosion and sediment control Best Management Practices and Federal & State regulations concerning Clean Water Act compliance and reporting requirements; working knowledge of hydrology and hydraulics in the water resources field, and of basic GIS and mapping technologies; ability to understand and interpret construction plans & specs and assess conditions in the field for compliance; ability to express ideas and understand instructions effectively, orally and in writing, and to organize and utilize data and personnel and equipment resources effectively; must be proficient mobile and personal computer skills including Microsoft Windows (MS Office Pro, Word, Excel), must have the ability to learn and use the City’s GIS software (ESRI ArcGIS) as well as the Public Works Department’s asset management software Cityworks; ability to establish and maintain effective working relationships with other employees contractors, regulatory agencies and the general public and to deal with public relations problems in a courteous and tactful manner; ability to work independently with minimal supervision; and ability to withstand exposure to varied climatic conditions and maneuver over uneven terrain; must possess a valid State of Maine Class C Motor Vehicle Operator’s license and must have and maintain a good driving record. Training and Experience Desired: Experience in watershed and sewer system mapping and data analysis and in comprehensive land use planning; Maine Department of Environmental Protection certification in Erosion and Sedimentation Control Practices or equivalent; knowledge of state wetlands and water resources protection regulations. Offers of employment are contingent upon the completion of a satisfactory criminal background check. Starting salary range $1,006 to $1,131/week.
